摘要：通过解读安监总煤装[2011]15、[2012]15、[2013]10号文件，对煤矿井下紧急避险系统的三个阶段的建设方案进行技术经济比较与分析，认为三个文件使避险系统的建设方案逐步得到了适当、合理的简化，并通过计算说明，对于一般的矿井，采用安全的专用管路为井下避难硐室通风供氧技术上可行，经济上合理，投资下降约60%，为企业减轻了压力。

Abstract:
Abstract：With the interpretation and understanding on the state documents [2011]15,[2012]15,[2013]10, the paper stated the technical-economic analysis of three-phase construction scheme of mine emergency escape sytstem. Consider that the documents above simplifing properly construction scheme of emergency escape system. And according to the calculation, the safe special pipeline can provide air and oxygen for the underground refuge chamber in the case of disaster, that is technically possible and economically feasible. The construction funds fall 60%, reducing stress for Mine.
